[IGSSTATION-4818] HARV: station repaired, data publication resuming

The Harvest Oil Platform station (HARV) recently had the GPS receiver 
fail.  A new Javad Delta receiver has been installed.  Here are the 
details of the new receiver:

Unfortunately no data was collected between November 2nd, 2011 and 
February 17th, 2012.  We apologize for the inconvenience of this 
outage.  An updated site log has been submitted to the IGSCB.  Data 
publication will be resuming shortly.
