[IGSSTATION-4795] CHAT not transmitting data

We have stopped receiving data from CHAT since part way through 18 February
2012.

We are working to resolve the problem, but it is possible that this is a
terminal failure of the equipment at CHAT.  If so, we will not be bringing the
station back on line.

We remind users that station CHTI, located about 20 km north of CHAT, is the
preferred IGS station on Chatham Island.
