[IGSSTATION-4753] IISC: site log update

Dear Colleagues,

The current site log for the Bangalore, India (IISC) station did not 
reflect any installed meteorological instrumentation.  The site log has 
been updated to reflect the Paroscientific MET3A that was installed back 
in December of 2005.  We apologize for not having this documented 
sooner.  The updated site log has been posted at the IGSCB.
