[IGSSTATION-4591] IISC: data publication resuming

Dear Colleagues,

The Bangalore, India (IISC) IGS station recently had a failure with the 
communications link.  As a result, no data was collected from August 
12th at 04:06 UTC until September 13th.  Data collection resumed on 
September 13th and the data publication will resume very soon.

We apologize for the inconvenience this outage may have caused.

Maintenance and operations of the IISC station is a collaborative effort 
supported by JPL, UNAVCO, and the CSIR center for Mathematical modeling 
and Computer Simulation in Bangalore with funding provided by NASA's 
Earth Surface and Interior Focus Area - Science Mission Directorate.
