[IGSSTATION-4590] ABPO: station repaired, data publication to begin soon

Dear Colleagues,

The Ambohimpanompo, Madagascar (ABPO) station has been repaired.  The 
station suffered a lightning strike and the receiver needed to be 
replaced, but antenna remains the same as before.  Data publication will 
be begin soon.  Here are the details of the receiver swap.
