[IGSSTATION-4588] Stations GOLD and GOL2, returning to service

Please be advised that after a brief validation period, stations GOLD
and GOL2 will be returning to operations, following an unanticipatedly long hiatus.
Changes to GOL2 consist of a replaced 61m antenna cable, a replaced
active RF splitter, and the addition of a proper distribution amp for the 5MHz
reference. The receiver remains the same Ashtech uZ unit.
GOLD is now a Javad GGD-160T (v2.7.0) replacing the Ashtech Z12,
and using the same antenna signal and 5MHz reference as GOL2.
Sitelog updates are in the process of being submitted to the IGSCB.
