[IGSSTATION-4474] HOLP: new receiver and updated site log

The USGS has established data flow with the recently installed Topcon 
Net-G3A receiver at the Hollydale (HOLP) IGS site.  The new receiver 
information is listed below.  An updated site log has been submitted to 
the IGSCB.  The updated site log has also been posted at UNAVCO.
