[IGSSTATION-4351] ABPO: link down

Dear Colleagues,

The Ambohimpanompo, Madagascar (ABPO) station has lost network connectivity. 
The faulty radio link has been identified and replacement parts are being 
shipped.  We hope to have the link repaired soon and are expecting to recover 
all the data.

We apologize for any inconvenience of this outage.

Maintenance and operations of the ABPO station is a collaborative effort 
supported by JPL, UNAVCO, and the Institute Observatory of Geophysics of 
Antananarivo (IOGA), University of Antananarivo, with funding provided by NASA's 
Earth Surface and Interior Focus Area - Science Mission Directorate.
