[IGSSTATION-4344] SHAO: data gap and new splitter install

Dear Colleagues,

We unfortunately had an unrecoverable data outage at the Shanghai Astronomical 
Observatory, PRC (SHAO) station.  The data gap is from March 25th (2011.084) 
until March 30th (2011.089) at 15:46 UTC.

We apologize for the inconvenience this outages may have caused.

Also on March 30th at 12:30 UTC a new 2x1 powered splitter was installed.  An 
updated IGS site log is available at the IGSCB.

Maintenance and operations of the SHAO station is a collaborative effort
