[IGSSTATION-4343] SUTH/SUTV: data gap and splitter install

Dear Colleagues,

We recently had a data gap at the Sutherland, South Africa (SUTH) station. 
Unfortunately, no data is available from April 6th at 09:00 UTC until April 11th 
at 09:30 UTC.  On site personnel determined that the powered 4x1 splitter had 
failed and a replacement splitter was installed.  The updated site logs for SUTH 
and SUTV have been sent to the IGSCB.


SUTH changes:

10.3 Date                     : 2011-04-11/CCYY-MM-DD
      Event                    : Powered 4x1 splitter failed
                               : A replacement splitter was installed

SUTV changes:

10.1 Date                     : 2011-04-11/CCYY-MM-DD)
      Event                    : Previous 4x1 antenna splitter failed
                               : A replacement antenna splitter was installed
