[IGSSTATION-4326] ROTH: data loss

We experienced some data loss at ROTH in Antarctica due to a combination of unscheduled system downtime, data download and conversion issues [i.e., a bug in our scripts]. Unfortunately some data was lost, but the data quality and volume is high once more.
