[IGSSTATION-4324] CMP9: antenna change

Dear Colleagues,

The USGS has recently swapped out the Ashtech antenna with a Topcon antenna 
(TPSCR.G3) at the Fire Camp 9 (CMP9) station due to tracking problems with old 
antenna.  The new antenna information is listed below.  An updated site log has 
been submitted to the IGSCB.  The updated site log has also been posted at UNAVCO.

I apologize for the late notice regarding this change, but I was not given any 
advance warning by the USGS that this change was going to take place on a Friday 
evening.  RINEX data for April 2nd and April 3rd will be republished soon due to 
the incorrect RINEX headers.

Maintenance and operation of this station is performed by the USGS.
