[IGSSTATION-4319] CRO1 dome removal

Per the on-site host agency staff:

     "The raydome has been removed from CR01 as of 1310 UTC 01APR2011."

Apologies for the late notice. We are expecting to leave the radome off
for approximately two months. ... and no, this is not an April 1st ruse.

An updated sitelog will be submitted to the IGSCB today.
