[IGSSTATION-4318] ALGO, CHUR, SCH2 network outage

Dear Colleagues,

Data from NRCan stations ALGO, CHUR, and SCH2 will be unavailable
indefinitely.  Our data communications provider for these sites is no
longer operational and the satellite bandwidth was unexpectedly turned
off.  We will continue to save data for stations ALGO and CHUR at the
remote sites and send all missing files once we restore communications
with a new provider.  Station SCH2 continues to be out (see igsstation
message 4306) and we are working to get it tracking again asap.

Sorry for any inconvenience this extended outage may cause.
