[IGSSTATION-4307] PICL communication restored

Dear colleagues,

We experienced a lost in communication after the last power outage at PICL on Sunday March 20.
The computer was just rebooted and data is being collected as of 2011-03-23_15:49:00 UT (DOY 082).
Unfortunately, there is permanent gap from 2011-03-20_22:34:00 UT (DOY 079) to 2011-03-23_15:49:00 UT (DOY 082).
