[IGSSTATION-4297] INVK data submissions delayed

Data submissions for INVK have been delayed since Mar 12 (D071) due 
to another communication outage. The local telephone company has been 
contacted to investigate further. We do not expect any data loss and 
will advise when communications have been restored and the backlog of 
data has been posted to the IGS archives.
