[IGSSTATION-4284] CHTI: data outage

Dear Colleagues,
Ref. [Chatham Island North - CHTI]. There is a hardware problem at the Chatham Island North (CHTI) station. We are sending a technician to the island in 
the first week of April to assess and fix the problem. As the problem is affecting satellite tracking, we are expecting data loss until such time as it is 
fixed.

We apologize for any inconvenience this outage may cause.

Maintenance and operations of the CHTI station is undertaken by GNS Science through the GeoNet Project, with funding provided by New Zealand's Earthquake 
Commission (EQC).
