[IGSSTATION-4282] VACS: data outage

Dear Colleagues,

The Vacoas, Mauritius Island (VACS) station recently had a data outage.  The 
data outage started on March 1st at 04:00 UTC and lasted until March 2 at 22:15 UTC.

We apologize for the inconvenience this outage may have caused.

Maintenance and operations of the VACS station is a collaborative effort 
supported by JPL, UNAVCO, and the Mauritius Meteorological Service, with funding 
provided by NASA's Earth Surface and Interior Focus Area - Science Mission 
Directorate.
