[IGSSTATION-4283] CRAO: recent data outage

Dear Colleagues,

We recently had a data outage at the Simeiz, Ukraine (CRAO) station.  The data
outage started on March 3rd at 16:22 UTC (2011.062) and lasted until March 5 at 
01:16 UTC (2011.064).

We apologize for the inconvenience this outage may have caused.

Maintenance and operation of the CRAO station is a collaborative effort 
supported by JPL, UNAVCO, and the Crimean Astrophysical Observatory with funding 
provided by NASA's Earth Surface and Interior Focus Area - Science Mission 
Directorate.
