[IGSSTATION-4268] CMP9: new receiver and updated site log

Dear Colleagues,

The USGS has established data flow with the recently installed Topcon Net-G3A 
receiver at the Fire Camp 9 (CMP9) station.  The new receiver information is 
listed below.  An updated site log has been submitted to the IGSCB.  The updated 
site log has also been posted at UNAVCO.
