[IGSSTATION-4267] CMP9: data collection down

Dear Colleagues,

The USGS installed a Topcon Net-G3A receiver at the Fire Camp 9 (CMP9) station 
on February 16th.  Unfortunately data flow has not yet been established with the 
new receiver.

We apologize for the inconvenience of this outage.  Maintenance and operation of 
this station is performed by the USGS.
