[IGSSTATION-4240] CUSV: station down

Dear Colleagues,

The Patumwan, Thailand (CUSV) IGS station has had a failure with the download 
computer.  No more data will be collected until a replacement download computer 
can be shipped and installed.  Data collection stopped on February 3rd.

We apologize for the inconvenience of this data outage

Maintenance and operations of the CUSV station is a collaborative effort 
supported by JPL, UNAVCO, Chulalongkorn University and the Delft University of 
Technology with funding provided by NASA's Earth Surface and Interior Focus Area 
- Science Mission Directorate.
