[IGSSTATION-4197] BRFT on INTERNAL clock

Dear Colleagues,
  Unfortunately the switch yesterday back to the Hydrogen maser resulted 
in poor tracking and I have switched back to the internal clock. An 
updated log has been submitted to the IGSCB.
  I apologize for the poor performance since early January of this site 
and will continue working on resolving this issue.
