[IGSSTATION-4195] GUAM: data outage

Dear Colleagues,

We are experiencing hardware problems at the Dededo, Guam (GUAM) station and are 
unable to publish any data at this point.  The outage started on January 15th 
around 06:00 UTC.  There will likely not be any recoverable data.

We apologize for the inconvenience this outage may cause.

Maintenance and operations of the GUAM station is a collaborative effort 
supported by JPL, UNAVCO, and the Guam Seismic Observatory with funding provided 
by NASA's Earth Surface and Interior Focus Area - Science Mission Directorate.
