[IGSSTATION-4156] KOSG: Data temporarily unavailable

KOSG data is again temporarily unavailable due to internet connection
problems to the GPRS/UMTS router at the station. We believe the problems
are related to the snowy conditions impeding the link to the GPRS/UMTS
basestation. The receiver should be operating normaly and no data loss
is expected.

On an earlier occasion under similar conditions the communications
black-out lasted several days without loss of GNSS data.
