[IGSSTATION-4148] VALD resumed tracking

Dear colleagues,

The receiver at VALD was replaced today and tracking resumed as normal. 
First data file sent to data centers is vald343q.10d.Z  (2010-12-09 16:00:00 UT).
Data between DOY 324a and 334p were retrieved and sent to data centers as well.
Unfortunately, there is a permanent data gap from DOY 314t (2010-11-10 19:29:30 UT) to 324a (2010-11-20 00:00:00 UT) 
and from DOY 334p (2010-11-30 15:59:30 UT) and 343q (2010-12-09 16:00:00 UT).
