[IGSSTATION-4090] SUTH: station down

Dear Colleagues,

We are having a networking problem with the Sutherland, South Africa (SUTH) IGS 
station.  Data publication stopped at 07:00 UTC on October 19th.  The station 
initially was powered down due to on-site construction.  The construction work 
is complete, however, we are now unable to reach the download computer.  Our 
collaborators are working to restore access.

We apologize for the inconvenience this outage may have caused.

Maintenance and operations of the SUTH station is a collaborative effort 
supported by JPL, UNAVCO, and HartRAO, with funding provided by  NASA's Earth 
Surface and Interior Focus Area - Science Mission Directorate.
