[IGSSTATION-3997] WIDC: receiver swap

Dear Colleagues,

The GPS receiver was recently swapped at the Wide Canyon (WIDC) IGS station. 
The Ashtech Z-XII3 was removed and a TRIMBLE NETRS was installed.  An updated 
site log has been submitted to the IGSCB.

This site is maintained and operated by the USGS.
