[IGSSTATION-3966] AREQ: external frequency reference issues

Dear Colleagues,

Please be advised that the clock performance at the Arequipa station, as viewed
by processing GPS data, has been erratic. Attempts to correct this remotely have
not been successful.

We plan to change the configuration of the receiver to use the internal oscillator in 
steered mode later today.

An updated sitelog will be submitted to the IGSCB to coincide with this change.
