[IGSSTATION-3921] OPMT: unhealthy satellite tracking activated

Dear Colleagues,

On July 27, 2010 (MJD 55404, DOY 208), we have activated the unhealthy 
satellite tracking on the Ashtech Z12-T which is the main unit of the 
OPMT IGS station. Apart from the usual weaker manpower during 
Summertime, it took us some time to answer to the IGS request because we 
had to check first that it would not create new problems in our local 
processing for time transfer activities.
