[IGSSTATION-3910] PICL communications restored

Dear colleagues,

The data flow from PICL was restored by our local contact on 2010-07-29_15:45:00 UT (doy 201).
The site was down due to a power failure probably due to some wind storms in the area.
All data between 2010-07-26_07:00:00 and 2010-07-29_15:45:00 UT have been retrieved and should now be available at CDDIS.
