[IGSSTATION-3812] QUIN: data outage

Dear Colleagues,

Data publication from the Quincy, CA (QUIN) station is down due to more internet 
problems with the site.  The failure started in June 4th around 20:00 UTC.

We apologize for the inconvenience this outage may have caused.

Maintenance and operations of the QUIN station is a collaborative effort 
supported by JPL and UNAVCO with funding provided by NASA's Earth Surface and 
Interior Focus Area - Science Mission Directorate.
