[IGSSTATION-3873] MADR/MAD2 station

Due to installation and testing of the new third static converter of the Power Plant, there will be some scheduled Power Outages at Madrid, Spain GPS station. Each outage is expected to last between  13 to 14  hours. Therefore,  we expect to see data gap during this activity. The scheduled days and times  for the power outages are:

July 12th (06:00-19:00),  July 13th (07:00-21:00), July 16th (08:00-22:00) and July 17th (05:00-19:00)
 July 26th (06:00-19:00), July 27th (07:00-21:00),  July 29th (06:00-19:00)  and  July 30th (05:00-19:00)
