[IGSSTATION-3816] KELY: receiver swap

Dear Colleagues,

The internet problem at the Kellyville, Greenland (KELY) station has been 
repaired.  A new download computer was installed and the old ASHTECH Z-XII3 GPS 
receiver was replaced with an ASHTECH UZ-12.  The details of the new receiver 
are included below.  An updated site log has been submitted to the IGSCB.  JPL 
will resume data publication next week.
