[IGSSTATION-3798] WES2 missing and incomplete files

Dear Colleagues,
  I have encountered some new challenges with regards to downloading 
data from WES2 related to a new server upgrade at NGS. Unfortunately 
till early next week I will not be able to resolve this problem.
  I apologize for the inconvenience this may/is causing.
