[IGSSTATION-3778]: NOT1 data autage

Please be advised that starting from doy 145, we lost data link to NOT1 
(Noto, Italy) station.
The problem is due to a failure on the telecommunication line at the 
station.
At this moment we do not know when telecom company will fix it.
