[IGSSTATION-3277]: LAE1 recent data availability and updated site log

Recent daily GPS data for LAE1 have been transferred to the CDDIS ftp area:
2008 doy 235 to 361 (with a few gaps), and
2009 doy 014 to 207 (with a few gaps).
Earlier data will be transferred when it is recovered from archives.

An updated sitelog has been posted

Lewi Kari at the Department of Surveying and Land Studies,
PNG University of Technology, is in the process of setting up a daily upload
of LAE1 daily files to CDDIS.

The availability of internet access is erratic, however data will be uploaded
whenever possible.
