[IGSSTATION-2476]: VALP receiver change

Dear Colleagues,

The receiver at station VALP has been replaced and all data
collected since the receiver change have just been uploaded to the
SOPAC archive. The communications link at the station has also
been restored. The VALP antenna remains the same. The meteorological
instrument at the station is not functioning. An updated site log
is now available at IGS.
