[IGSSTATION-2471]: COPO receiver change

Dear Colleagues,

The receiver at station COPO has been replaced and all data
collected since the receiver change have just been uploaded to the
SOPAC archive. The communications link at the station has also
been restored. The COPO antenna remains the same. An updated
site log is now available at IGS.
