[IGSSTATION-835]: KELY: updated log w/ new DOMES#

Dear Colleagues,

An updated site log has been submitted for the Sondrestrom Research Facility 
(Kellyville-KELY) IGS station on Greenland. The updated log reflects the new 
DOMES# 43005M002, already being used in iers_sta_list.txt 
(http://itrf.ensg.ign.fr/doc_ITRF/iers_sta_list.txt). The RINEX files from 
JPL/CDDIS have also been updated. This change does not reflect any "real" 
antenna movement, just the correction for the change in height recording dating 
back to 2001. Please see IGSMAIL-3585

The log also contains updated coordinates (also in the new RINEX files) and 
contact information.

We apologize for the inconvenience this may cause and for the delay in 
correcting this log error.
