Dear Colleagues,

I was informed by Ed Powers that the online H-Maser used as the
reference for site USN3 had failed and that a backup unit has been
switched in as a replacement.

>From Ed:

   At around 9:30 EST (13:30 UT) the MASER clock driving the USNO 
   Washington DC Master Clock unlocked.  At around 10 AM EST (14:00
   UT) the signals were switched to a new MASER clock and all signals
   were adjusted to proper time/frequency.  At around this time I
   reset (power cycled the USN3) receiver to force a re-sync.
