[IGSSTATION-28]: KOKB: data publishing resumes, new antenna + cable

Dear Colleagues,

We are pleased to start up data publishing from Kokee Park, Hawaii (KOKB) again. A
new Ashtech antenna has been installed, as well as a new heliax antenna cable. The
reason for the changes were a physically decomposing cable, and anomalous pseudorange
behavior (which was reduced following the antenna change).

A new log has been submitted to the IGS with the details. We would like to
acknowledge the assistance of personnel at the Kokee Park Geophysical Observatory for
installing the new equipment.

Maintenance and operations of the KOKB station is a collaborative effort supported by
JPL, UNAVCO, and the Kokee Park Geophysical Observatory with funding provided by
NASA's Earth Science Enterprise.
