Beginning January 1, 1994,  we are using the ITRF92 site coordinates and the
ITRF92 velocity field for sites used in our global analyses.  The official
ITRF92 coordinates and velocities were modified according to the two updates by
Zuheir Altamimi; see IGS Mail Messages #421 and #430.  Additionally, we now
constrain 13 sites as fiducials instead of 8, which were agreed upon at the IGS
Analysis Center Workshop in Ottawa, Canada (October, 1993).

We separately analyzed days 001 and 002 (Jan 1, 2; Jan 2 not shown in this
report) using coordinates from both the new and old terrestrial reference
frames (ITRF92 w/13 constrained sites; ITRF91 w/8 constrained sites). In order
to expedite processing, a well-distributed subset of 25 sites was used for these
comparisons.  The following offsets were computed between the two strategies
(ITRF92-ITRF91):

Based on these results, previous days which had not yet been analyzed were
processed using the new reference frame.  It should also be noted here that
as some of these days were processed after the occurence of the Northridge
Earthquake (Jan 17, 1994), the position of GOLD (Goldstone, California) was
estimated, not constrained, for further studies of effected local ground motion.

WARNING: Because of the Northridge Earthquake (day 1994/017), GOLD was not used          as a fiducial (constrained) site for days 1993/360-362, and 365.
