Following our previous experiences with HOBA (Hobart, Tasmania), we have
elected to exclude this site from our processing for the entire week of
analysis.  Also, as indicated in the Ground Station Inclusion Table, ALGO
(Algonquin Park, Canada) had an atypically small amount of data for day 323
(Nov 19).  We have subsequently changed our reference clock to FAIR (Fairbanks,
Alaska) for this day only.  The larger-than-normal values for clock
repeatabilities on days 322-324 presumably reflect a 1 microsecond difference
between the ALGO and FAIR clocks.

WARNING: Data from HOBA have been excluded the entire GPS week 723.
WARNING: FAIR (not ALGO) was used as the reference clock for day 323 (Nov 19).
