[IGSMAIL-8771] Delay in IGS Ultra-Rapid products of 20262930000

Dear Colleagues,

There was a delay of about 11 hours in the availability of the IGS combined Ultra-Rapid products for 20262930000. The delay was caused by an edge case in how the software selects an AC to use as a reference clock. I have identified and patched this bug, so it should not be an issue going forward.

These products have been reprocessed and deposited to the global data centers.
