[IGSMAIL-8614] IGN GDC: hardware change

Dear colleagues,

This weekend, the storage of IGN GDC suffered a critical and 
irreversible failure.
New hardware was already almost set up. And so the change took place 
yesterday, in a hurry and with haste ; without any transition period.

The 2 FTP urls *igs.ign.fr* and *igs-rf.ign.fr* and the associated IPs 
remain the same,
the tree structure also remains the same, but it should be noted that 
the "MGEX" tree will no longer be filled from now,
all products (and rinex) will be placed in the main tree with the 
operational products (and all others rinex).

Last but not least the old passive FTP mode (PASV) doesn't work for now 
due to administrative authorizations.
Please use one of the 3 others FTP modes : active/PORT or the extended 
ones (EPSV and EPRT).
