[IGSMAIL-8560] Release of Software for Precise Orbit and Clock Combination (SPOCC)

Dear colleagues,

I am pleased to inform you about the release of the Software for Precise 
Orbit and Clock Combination (SPOCC). SPOCC is an advanced tool for 
combining GNSS products for satellite positions and clock corrections 
via weighted averaging with weights determined by variance component 
estimation. Different weighting schemes over constellations, satellite 
block types, or individual satellites await your application. SPOCC is 
written in Python, allowing for code extensions, but it is also provided 
in a Docker environment for easy usage on all platforms.

I want to take this opportunity to thank the developer team for their 
tremendous effort in realizing SPOCC. First of all, I have to mention 
Pierre Sakic (now at IPGP) and Gustavo Mansur (now at Trimble Inc.), who 
developed SPOCC since the first ideas. Over the years, Andreas Brack 
(GFZ) and Radoslaw Zajdel (GOP) contributed significantly to the 
algorithm development while Markus Bradke and Nils Brinckmann (both GFZ) 
supported the software implementation. Finally, we benefited greatly 
from all inputs, suggestions, and recommendations, especially from our 
IGS Combination Task Forces colleagues.
