[IGSMAIL-8556] Inclusion of SATELLITE/PLANE block in IGS satellite metadata file

Dear colleagues,

I would like to inform you that starting with next week (GPS week 2350), an additional SATELLITE/PLANE block will be included in the IGS satellite metadata file. In addition to the orbital plane, the slot within the plane is given. This block has been added to the most recent format version 1.10 of the satellite metadata file which has been presented at the IGS Workshop in July 2024 in Bern and approved by the IGS governing board in October 2024.

This information has been requested by the IGS Combination Task Force (CTF) to allow for a plane-specific grouping/weighting in the combination. Please note that several historic satellites as well as very recently launched satellites are currently missing due to lack of information. The information on orbital planes and slots has been compiled from the sources given in the file header. If you find any inconsistencies or can provide information that is currently missing, please let me know.
