[IGSMAIL-8555] IGS RINEX/data deliveries from JPL (update)

Dear Colleagues,

As previously noted (both here and via news outlets), due to local winds and wildfires, there have been network and power issues affecting some of our computing systems. Many co-workers have been significantly affected as well. We continue to heed hazard warnings, as the circumstances contributing to the continuing fires have slightly waned but remain a real threat.

We have restored our primary systems, and services are in a normal but guarded operational state.

If issues are noted beyond the unavoidable delay of some data/products, please advise; we should be caught up with the backlog and current expected deliveries.
