[IGSMAIL-8369] Switch to RINEX 4.00 at SFER

Dear colleagues,

Tomorrow we will proceed to update the Leica GR30 receiver firmware to SFER
version 4.60.259. From that moment daily RINEX files of SFER station will be
submitted in RINEX 4.00 format.
